CAP 2.0 is a nationally recognized, nonpartisan training designed to help community members recognize and appropriately report concerning behaviors that may be associated with targeted violence or other potential threats.
This one-hour, online, self-paced training helps participants:
- Recognize early signs of concerning or escalating behavior
- Understand how situations may progress toward harm
- Know when and how to safely connect concerns with the appropriate resources
- Respond in ways that protect civil liberties, encourage responsible reporting, and strengthen community trust

The Secure Community Network (SCN), the official safety and security organization for the Jewish community in North America, has partnered with JEWISHcolorado and the Counterterrorism Education Learning Lab (CELL) to offer CAP 2.0, the Community Awareness Program.

Founded in 2004 under the auspices of the Jewish Federations of North America and the Conference of Presidents of Major American Jewish Organizations, SCN works to ensure the safety, security, and resiliency of the Jewish people, on behalf of 146 Federations, the 50 largest Jewish nonprofit organizations in North America, over 300 independent communities, and other partners in the public, private, nonprofit, and academic sectors.
Our Regional Security Team provides services free of charge to non-profit Jewish community institutions, including synagogues, day schools, JCCs, and other Jewish service organizations. They can be reached 24/7.
About the Counterterrorism Education Learning Lab (CELL)
Since 2008, the Counterterrorism Education Learning Lab (CELL), a non-profit, non-partisan institute, has provided a comprehensive look at the threat of terrorism and violent extremism and how individuals can play a role in preventing it, ultimately enhancing public safety.
Through its acclaimed exhibit, distinguished speaker series, and training programs, the CELL provides an important service in enhancing the safety and security of our nation. Many of the CELL’s initiatives complement the critical efforts set forth by the U.S. Department of Homeland Security (DHS) and have been nationally recognized.
